BEIJING -- An international seminar on understanding the recently concluded key Communist Party of China (CPC) plenum was held in Beijing on Friday, bringing together more than 200 diplomats, think tank experts and media representatives from 105 countries and international organizations.
At the seminar, a report titled "Putting the People First -- Values Underpinning Full and Rigorous Self-Governance of the CPC" was jointly released by the national high-level think tanks of the Institute of Party History and Literature of the CPC Central Committee and Xinhua News Agency.
EXPOUNDING ON THE PLENUM
The seminar focused on the fifth plenary session of the 20th CPC Central Committee, with participants discussing the CPC's achievements and the significance of full and rigorous Party self-governance, governance through institutions and rules, and principle of putting the people first.
In his address, Qu Qingshan, president of the Institute of Party History and Literature of the CPC Central Committee, said the plenary session was a highly important meeting held at a crucial stage in China's efforts to basically achieve socialist modernization.
The session made strategic plans for persevering with full and rigorous Party self-governance, fully demonstrating the CPC Central Committee's strong sense of historical initiative in strengthening the Party and the country, Qu said.
Fu Hua, president of Xinhua News Agency, said that guided by the Resolution of the Central Committee of the CPC on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance, adopted at the plenum, the CPC will continue to advance full and rigorous Party self-governance from a new historical starting point, further strengthening its capacity to govern and its leadership capabilities.
Fu also said that Xinhua stands ready to work with all parties to deepen systematic and theoretical research and interpretation of major issues concerning Party building in the new era and help the international community better understand China and the CPC.
Lyu Yansong, Xinhua's editor-in-chief, said that as China strives to build a great modern socialist country and achieve its second centenary goal, sustained efforts to strengthen Party self-governance are essential to ensuring that the CPC remains a strong leadership core in the cause of socialism with Chinese characteristics.
The resolution adopts a systematic approach, with its various measures designed to reinforce one another in terms of objectives, implementation and outcomes, ensuring that the Party's governance practices keep pace with the times, follow established principles and embrace innovation, said Huang Yibing, vice president of the Institute of Party History and Literature of the CPC Central Committee.
SHARING INSIGHTS ON GLOBAL SIGNIFICANCE
International participants shared their perspectives on the CPC's governance practices and their implications for political parties around the world.
Zafar Uddin Mahmood, special representative of the prime minister of Pakistan on China affairs, said China's governance model and its ability to maintain institutional continuity, implement long-term plans and respond to new challenges have attracted widespread international attention.
Patricio Giusto, executive director of the Observatory of Argentina-China Relations, said the CPC had offered an effective and resolute response to corruption from within -- one of the oldest challenges associated with political power.
The CPC has built its political practice on strict discipline, stable institutional norms and sound intra-Party regulations, he said, adding that keeping power within the bounds of institutions is one of the key pillars of its success in Party governance.
Josef Gregory Mahoney, a professor of politics and international relations at East China Normal University, said the CPC had long recognized that unchecked corruption and pointless formalities could erode public trust and undermine its governing capacity.
The CPC regards improving intra-Party regulations as a long-term and fundamental approach to advancing full and rigorous self-governance, a practice worthy of study by political parties in other countries, he said.
The seminar was co-hosted by the Institute of Party History and Literature of the CPC Central Committee and Xinhua News Agency.
