Placing the People Above All Else

The article by the Executive Council of the Central Party School (National Academy of Governance) was published in this year's seventh issue of Qiushi Journal. According to the article, an important thread that runs through Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the CPC's adherence to placing the people above all else. Since the 18th CPC National Congress in 2012, General Secretary Xi Jinping, with his deep compassion for the people, has always placed the people above all else and delivered a series of important statements in this regard. We must study and implement the guiding principles of these statements and understand their connotations, so as to earn and keep the people's support in our endeavors to advance the Party's cause.

It notes that placing the people above all else is the defining feature of the CPC's theories and practice in the new era. Looking back, there have been ups and downs in the historical process from revolution to reconstruction and to reform. However, the CPC has always stood with the people through thick and thin and shared common fate with them.

To respond to people's expectations, General Secretary Xi Jinping has always kept in mind the vital interests of the people. Mentioned the most by him on numerous different occasions, the people are of the greatest concern to him. Endowed with more comprehensive and richer connotations, his statements on placing the people above all else have formed a theoretical system and shed light on national governance.

The article emphasizes the significance of upholding the principle of placing the people above all else. Drawing on the theories of Marxist historical materialism and deeply rooted in the rich cultural soil of the Chinese nation, this principle reflects an integral feature of the practice of Chinese socialism in the new era and represents a model for adhering to the “two integrations” and a theoretical innovation with the force of truth, wisdom of the past and profound cultural heritage.

On the new journey, we will uphold the principle of prioritizing the people in our voluntary action. We will not be daunted by high winds, choppy waters, or even dangerous storms, for the people will always be our backing and source of confidence. We will ramp up our efforts to bring benefits to the people by adhering to and making good use of the important statements of General Secretary Xi Jinping on placing the people above all else.
