Qiushi Journal Issue Preview: No. 18, 2024
The speech delivered by General Secretary Xi Jinping during the second plenum of the third plenary session of the 20th CPC Central Committee was published as an article in this year’s 18th issue of Qiushi Journal.
According to the article, the Resolution adopted at the plenary session draws on experiences since the reform and opening up, particularly from comprehensively deepening reform in the new era, thoroughly analyzes the new situation and requirements for advancing Chinese modernization, harnesses the wisdom of the whole Party and society, and outlines overall plans for further comprehensively deepening reform with a focus on Chinese modernization in a scientific way. The Resolution is a programmatic document that guides our efforts to further deepen reform on the new journey. To keenly study and implement the guiding principles of the plenary session is a major political task for the whole Party and the country for the present and coming periods.
It emphasizes the need for an in-depth study of the plenary session’s essence, particularly understanding the theme of further deepening reform comprehensively as well as the key principles, major initiatives and fundamental guarantees to this end. The resolution’s plans should be implemented effectively, with a focus on enhancing organization, coordinating various reforms, supporting innovation, and achieving tangible results, according to the article.
It also urges solid work in the second half of the year, including efforts to resolutely achieve the annual economic and social development goals, while effectively coordinating development and security. The article also emphasizes the importance of summarizing and evaluating the implementation of the 14th Five-Year Plan (2021-2025) and carrying out preliminary planning for the 15th Five-Year Plan (2026-2030). The article also urges efforts to exercise full and rigorous Party self-governance.
